The Admin S is perfect for the chest of a plate carrier. Good pocket to keep small items that may be needed in a hurry (multitool, tapes, carabiners, etc.).
I use high on the chest. Inside there is a chute and a head lamp. Doesn't get in the way when lying down, and you can reach things even when lying on your stomach. (Jaak A.)
